A PDF does not have a unique format in APA.  Instead it is just a downloadable document presenting a type of source.

If you need to cite something that is presented in PDF form, you must first determine what type of source it is (ebook, article, report, etc.).  Then you will cite the PDF based on APA formatting rules for that source.

The focus of the citation should be on the content (article or report), not the way it is presented (PDF file).
